It looks like CC sent an email to someone who he has communicated with before. I have no idea what their relationship is but I am pretty sure it was originally just a private email bemoaning the incorrect information on HC. From what I can tell from the post it appears that KL asked permission to distribute it more broadly and CC agreed.
