I'm red also from similar buy in price, small % of portfolio though and while I'll maintain a buy sentiment (the price is good and money in the bank) I just don't see any urgency to increase holding at present.

EMC is doing some stuff but Mauritius is Months away from next milestone as far as I can tell, not lots going on that will show progress soon IMO

What I'd really like to see is a sales-esque arm of the business start to form over this next 12months and begin laying some groundwork for potential future clients, get clearance and commitments to deploy some more buoys in potential zones and be ready to push CETO 6 asap.
