IMO the CDO update announcement was designed to put pressure on the MGB since it provides nothing on the potential timeframes and milestones required to achieve operating status again.
It was a not-so-subtle signal to let the MGB know RED is telling the world what they are doing to have the CDO lifted. A posturing tactic that is not likely to fool the MGB since they have already drawn the line in the sand.
