The 45 day rule is only attached to those who earn more than $5000 in franking credits...this is correct and is readily available to be downloaded from the asx or ato websites. The ato is also very helpful in explaining this on the phone if you'd prefer.
For those who do not go over $5000 in franking credits, you can buy cum div (the day before) and sell ex div (say, the day after) and not have to worry about holding for 45 days. Fair chance however, that the share will drop by at least the value of the dividend but then that opens up a whole new tactic.
