    I know in QLD it was written in legislation that it would take a min of 5 years to get a mining/EIS plan approval, god only knows how much longer they can drag it out to approve the mining plan and allow work to start.

    You have not given an answer to the question of what to do when the contractor fails to deliver on time, I await your reply........................
