Cebu is the Philippines second city after Manila.
In many ways it is like a scaled down version of Manila but it is a little cleaner, less crowded (still crowded by our standards tho) and not quite as poverty stricken as Manila.
I have been there a few times and I liked the place. I can supply more information if you are interested.
