"When they are struggling to fund tier1 products candidates Why would they focus their limited resources on these (Tier2) products candidates, priority kicks in isn’t it?"
That begs the question, "Why didn't they simply focus their resources on Tier 1 candidates in the first place?"
That way the company's capital would have been rationed more sensibly and the heavy dilution that has occurred, would have been greatly reduced, if not avoided altogether.
