It's risk/reward. avghd is with the FDA, last step. They are assessing manufacture site, didn't do this the first time.
No one here can advise you what to do, you need to be comfortable with adding more money for the purpose of averaging down.
In my opinion, if it gets approved you will at least reach your average price of 4.21.
