@Treed, you say "probably", well it's no, as he's been there done that, got the run around from MSB, (sound familiar?), basically told him what I posted:
"These cell therapies, with defined pharmaceutical release criteria, are planned to be readily available to patients worldwide upon receiving marketing authorizations."
So they can't be bought or otherwise at this stage. Maybe you have info/contacts to the contrary or know someone who's been down that route and can advise.
