In answer to your question :
Who must take on the risk of determining if this injection is safe ?
Its up to authorities to decide including when & where, science will find a way as it always does thus appropriate authorities will oversee these processes to keep us all safe including Mesoblast's developments in this paradigm shift towards innovative inflammatory therapies.

I live in Chairman Dan's state who WILL NOT take responsibility for the 800+ deaths linked to C -19 on his watch, its ok to lock us all down then throw others under the bus when serious questions were raised, as mention before its the returned travellers who brought this insidious virus home to us and l do not blame them either as its no fault of their own - it was our States nefarious handling of the Hotel quarantining of an airborne bug that will probably never be eradicated by any vaccine.
