Many people will say that the reason they didn't complete the survey is that they tried but failed (the system was down) and that's it. Others may say that the system was hacked and they don't trust it. Attempts to fine these people may or may not be successful.

What a mess. In truth it wouldnt matter that much if the completion rates were the same across all cohorts (age, education level, income level, ethinic background etc) but it won't be. What should have happened was a transition process that involeved more public education, better availability of hard copy forms, better communication and an IT redundancy plan should the system crash (due to hacking or overload).
