For something like a national election or a census the responsible department (ABS) should have fall back plans for risk events such as a denial of service attacks, data line breaks, hacking and simple overload.
Current efforts to differentiate hacking from denial of service attacks or other possible IT disasters are silly. The redundancy plan either wasn't there or it didn't work.
