Lets not forget "Options under consideration include self-development, joint venture structures and
sale of all, or part of, the Satellites."
So if (say) RIO/BHP dont want to spend the cash but want to block others as a stratiegic play, couldnt they just simply offer mine gate sales. We're not going to say no to that.
Thay way they can block and make money for little effort.
