How about this for a business plan. The company transfers the surprise area to one of it's subsidiaries. It then makes an offering (retaining say 40 % ) of this subsidiary to existing impatient optimistic shareholders of say 40% and a further 20% to the public. This would bring the required cash to get things moving. This may be a mad idea but I am sure many posters to this forum would like to explore any crazy idea just to get things moving.
