How can an RE manage 50% of a mall? Impossible! CER will need to be run by the RE that has control of the other half of the assets.
If CER had the funds, it could purchase the other half of the assets but it has insufficient cash or equity to do this.
This means whoever has the management rights (RE) or ownership of the other half (CNP or it's successor) will also be the RE of CER.
