My feelings are then that is not so good. If they were in exclusive negotiations with parties back in May and it appeared that it had all but sold and now they are calling for tenders then that suggests to me that the deal fell over or they could not achieve the price they were hoping.

I would be leaning towards the deal "fell over" for some other reason than price, as I would assume that that would be the first thing that would be negotiated.

I could just be paranoid in assuming that there was a "deal" previously. But in light of the semi recent share price performance, I feel it is justified ;)
