Lending of shares IMO should be outlawed completely and it is certainly contrary to the best interests of everyone involved in SM investment - with the exception of the shorters of course!
That a super fund would "short itself", by acting contrary to the best interests of its members, is for all intents and purposes illegal or at least morally/ethically objectionable.
