    From my understanding, OZL hold TORO because TORO has first "dibs" at any U at P Hill. I suspect if OZL found commercial qty of U, they would buy TORO out. So the holding is

    a) making sure no one else has access to P Hill and
    b) make a t/o easy.

    These are my thoughts - I could be totally wrong on this one.
