What you are saying is the exam board should give a student a degree even though they failed to pass the course because "It does no harm" and will benefit the student and their family
But it does do harm. Because the student may not be competent and in doing that the exam board undermines the standard that has been set.
The FDA is there to uphold a standard. It's approval is an endorsement and certification of efficacy. They need to have good quality proof before they can approve a treatment. To do otherwise is a form of corruption.
