Is there a slight admission that the funding and in turn FID and construction targets will not be achieved as forecast.

Just thinking allowed could that last paragraph be re written as:
We are still on track to achieve the FID target date.
Not to worry. everyone is aligned. everyone is happy. leave them alone so they can be laser focused on key activities so that the runway is cleared.
