one could argue that prior to 2013, SBB was a private company with one shareholder (Mr.Xu), and he treated the cash as he pleased. In mid 2013, he allowed a few friends in and became responsible to his friends. In late 2013, he allowed the public in, and his responsibility (as well as the BoD) now extends to everyone... he needs to be cautious how he treats the cash. I run a private company and I'm responsible to two other people, cash is flicked around all over the place and in a way which is totally inappropriate for a 'public' company.
