Main causes of phosphorus pollution is what you have stated. Poor urban water management and agricultural practies and one could add insufficient monitoring and oversight of above.
Not sure that any of the surviving investors ever believed that phoslock was gonna be the saviour of the environment but certainly had a chance to be part of the solution.
Has that changed, or is it now the case that we are in a better position than previously.
I think the latter.
