I wouldnt see it as connecting dots. A government funded entity mentions CCO as an example of Kava value adding so it highlights the government is well aware of CCO. I do agree that people online are very good at connecting unrelated dots though. As for the share transfer, Its probably for tax reasons or maybe he just wants to give his mum and wife a present?
If I was trying to connect random dots to theories then I would say that he is expecting the share price to appreciate and the move is a way to minimise tax when he sells in the future, I would then connect the latest visit from the trade delegate, tie in Chinas desire to influence the pacific and Australia/US counteracting that with boosting trade, The Fiji Governments desire to turn Kava into a billion dollar export and CCO being the entity that the US and Aus will use to do that in order to keep China out of the Pacific, its why CCO are buying the facility, to stop China buying it...
