Yes, this technology has been around for many many years.
It has to do with the interference as too why it has not taken off. I have studied this widely.
The new "smart meters" will be using RADIO technology to send the data back to comcentrator then on to the data-centre where it will be processed, this data is also KB not MB or GB or TB. So, this gives you the understanding that if they are not using the power lines to transmit this small amount of data, especially given they have their own transport mechanisms (power lines), then broadband is no-where near.
Power lines are not the answer, short and sweet.
