I think you are incorrect about the FHB grant ending. What is ending is the stamp duty exemption for first home buyers, except if they are buying a new home.
I agree with everything else you say about the effect of these measures (and I suspect removing the FHB stamp duty exemption will have a similar effect to removing the FHB grant).
