It's always appreciated when someone takes the effort to contact the company and share the info. However, just from previous experience there can be a long, long time between "commencement" and "commissioning". In fact, so long that "commencement" becomes meaningless. So always ask them about commissioning instead (you won't get an answer - but at least you'll feel good that they know, that you know, that they are avoiding the question!)
