Everything hinges on getting a grant. Why make announcements on something they may not be able to deliver? If they don't get the grant then things change a lot and the business plan for the next year will take a significantly different direction. I prefer them to ramp up after the grant, then investors will know they're not talking bull thus maximising the impact of the announcement.
