    I think you're right Raven.
    Given that the tailings are readily accessible and the grades are good, it should have been reasonably straight forward to get an off-take deal with a pre-funding commitment to assist getting production kicked off.
    This is not the type of project that should have taken 1.5 years to get to where it is today (project acquired Feb 2017 and 'off-take discussions' supposedly 'advanced' in March 2017 http://www.capelam.com.au/irm/PDF/3709_0/CobaltOffTakeDiscussionsAdvanceandDDUpdate )
