Refer to my previous posts on beneficiation. Magnetite ore is usually beneficiated into a concentrate that increases the Fe levels to high 60s low 70s and this removes most of the SiO2 as well (which magnetite ore tends to have lots of) to more acceptable levels. Once it is beneficiated it can then be pelletised (possibly offshore).
I wouldn't get so concerned about SiO2 in this case. But, yes, beneficiation will require capital, but this is the case for nearly all of the magnetite projects.
