I'm not sure elm. Firstly, I think it would be difficult for anyone to enforce such limits, as they probably could be evaded.
But let's suppose they find a way to make them effective. The stated purpose of the proposal was to prevent speculative surges in the price of oil and other commodities. Any effective regulation to that end would presumably make it more difficult for the long awaited precious metals moon-shot to attain the necessary escape velocity.
Clarification of disclosure: I bought back 2 gold mining stocks today because of takeover potential but am still bearish on gold stocks generally
