I never said that drink driving was more or less dangerous, just that both impaired your ability to drive, which has been proven by several studies. The impairment does not have to be the same to be called an impairment...
The reason THC has a zero tolerance policy is because you say, tolerance varies significantly between individuals, it's been entirely illegal in many countries (and still is in australia) and testing is not as advanced.
Canada is working through this now, it's a big issue, not because it's more or less dangerous than any other impairment, but because of the factors above. By the time (if ever) Australia legalises cannabis, these issues will be sorted
