There are a few things wrong in this posting. Rio cannot use Rossing facilities as the processing plant for Husab- the old tank leach plant would need massive investment in upgrading it to handle Husab ore which would be mined at twice Rossing's capacity under current plans.
Rio and the Nam govt are not close mates- Hohnen sold the Nam govt on the line he would not sell out to Rio and also blocked the joint venture discussions with Extract. The Namibians like the Chinese (for as they will ultimtaley find to theire cost) niave old cold war reasons and want the Chinese in as main Husab developer.
