it will reduce rentals over time as if you keep making an investment more and more unattractive people will stop new investment. Existing rentals will be maintained as the changes will likely be grandfathered but with time some of those investors will reduce for other reasons. So yes overall with time there will be less rentals unless rental incomes increase even further to counter balance.
