    we know the chicken which laid the egg. the reduced funding of universities and TAFEs, including the Govt encouragement of NGO "training companies" which rorted the change for all they could.

    the problem the chicken created was a skills and knowledge shortfall. so the remedy is to remove the cause, i.e. increase university funding so unis aren't so deeply reliant on foreign, full-fee paying students and ditch the failed private enterprise training model.

    the conservative ideology behind these moves was a dramatic failure to consider consequences, which is the large scale migration problem.

    atm the govt cannot simply "stop immigration". the need is for skills and workers with the business end not able to maintain access to the skills required for business growth. this is one factor holding back productivity growth, which taken to the end of the consequential line explains our falling GDP growth.
