The actual number of overseas students studying in Australia is interesting.
The last year under Labor and the number in 2019 seem at odds with your assertion.
You are quite correct about the number of years and the number of Prime Ministers , but the effects of his tax changes live on.
As it does in the unsustainable mess that is superannuation taxation [ although some sanity starting to occur in the past 6 to 7 years].
Labor should have done something about the CGT when they had the chance , hopefully they will follow thru this time.
