So you see the problematic goldies are the ones who got their licences and permits during the previous corrupt government. Many of these are being contended as the govt is asking why these companies pay lower taxes (Kumtor). Some companies like Jeeroy and Andash has probably jumped the que in obtaining licences without proper environmental studies.

Chaarat just received their licence June last year and are now commencing production.
MSR has no special treatment and just received it in December. We got our licences after the shake up in corruption.
