that's frankly ludicrous, lilac bead improvements cant lower the CAPEX to a match a competitor, its a completely different technology! If they can make an improvement of even 10% CAPEX and OPEX that would be a huge improvement, but the CAPEX and OPEX are within a +10% tolerance anyway so the CAPEX may actually be 1.6bn and it comes down to 1.3bn.. You're living in a dreamland, if this happens, if that happens, if prices increase, if costs decrease, if you wanna just place your money on something were you have to hope for the best then just go to the dog track
