Rur, its a mine field to get the info, I have had discussions before with the EPA and what I can tell you is;
There are 34 approved Treaters/Disposer sites for CAT C soils in Vic. (Excludes dedicated transporters, which there is a swag of them)......
Of these there are 13 that can take CAT B and 7 that can take CAT A.
Now try and get out of them what sort of volumes they can take, then who can accept underwater and you might as well poke your eyes out with toothpicks, it would be less painful !

In relation to PASS, they can fit into various categories, depending on the make up of the soil/rock, and that's another conversation that will squeeze all the blood out of your brain ! No wonder we drink
