If the Alberta government was not quibbling about the regulations then I reckon we'd have a deal inked already.
Thanks to the UCP (iirc?) they are continuing to add uncertainty to the finalisation of the regulations. The only good thing from them is the additional tax incentive which would make the investment returns even better for prospective investors.
