I suspect what Shagang wants is secure supply. I doubt whether it wants to own the deposit or even run the company that owns the deposit - it would be a management distraction. Allready it has control. Its supply is assured. I doubt that Shagang will go for 100%.
I've been wrong before, please do your own research.
