    4. community expectation that if you are provided 'welfare' housing you contribute to housing a homeless person?"

    Couldn't agree more. But the bleeding hearts make 1. and 2. ineffective - what happens to them when they lose it? They have to go somewhere, and we know a hand-me-down tenant. They tried to kick her out, but the social workers pleaded her case, lived there with her mother thirty years, mentally not quite all there, devastating consequences if moved etc. etc. so a three bed family home has a middle aged lady living by herself .... for maybe another thirty years.
