The simple fact is - if this well flows commercially, there will be buyers coming out of the woodwork from everywhere. The stock will be grossly undervalued. IOC or any other seller will be swamped. In fact I wouldn't be surprised if they stop selling altogether, no matter how annoyed they are. They still want to make a buck.
The selling they have done so far would probably have far more to do with risk mitigation than some sort of vendetta.
They wont sell anywhere near these prices if she flows. Simple.
