The TKS' 'protocol' announcement you quote Nowhere Man, make no reference to GTE. In fact I cannot find any mention of GTE being involved on their official website.

All it says is to contact them if you are interested in a JV to develop what is supposed to already be in the hands of GTE and TKS 50/50. Something is seriously amiss here.
