Not easy to pin down because companies receive news at different times. They may have a window to buy but upcoming news makes that a no no. Its a moving target with price sensitive events. It is the same when you want to sell of course. You can buy after the news. I am not sure if this helps answer your question. The management would have a general working idea of those regulations but many would still ask legal advice anyway.
We are lucky in that the management team have the options. I would rather they had them than flippers.
