It could be, basically up for auction if there is demand and real value then its not the end.
Can't say what the value of the WI R&D is to date plus time that that is spent getting there, till the auction which will occur.
I've not sold as too large a loss so just waiting it out, Might be worth $0 ie just assets so we get $0 or the WIs are worth something enough that the SHs get something for all the money we have invested.
