Not too sure about manipulation.
Essentially most holders have bailed out from this stock to cut their losses.
Not sure why there are no other announcements regarding ceasing to be a substantial holder notice, except for one in May with off market exchange at 2.8 cents. Since there were hundreds of millions of stocks being dumped to the market since February this year and yet all the substantial holders still retained their holdings.
Something isnt right there.
