It has to replace the 'fuel tax' which is around 42c a litre.
Say a 60l tank & you travel 400k's, then you are paying $25.20 for 400km's or on ave 6.5c a k.
20,000 k's pa = $1,300 on top of your rego.
Easy to administer to the EV's, not so to the earlier cars.
(ie if administration costs are high it will be added to the cent per km to recover outlay)
