still dont quite get it do you misty?
they may have to return in 5 years but that isnt good enough. they get the pr without any intention of becoming a citizen. it is strictly a deal of convenience. often they make their kids get the pr and then they go home.
my point is that if they do go back then they should lose any right they had previously bought, and buy it they do.
