The Beast's plan isn't out till end of January. Did you consider if they needed funds for this current quarter to continue operating, because that would explain why they would need money now and had to do the CR. Like you said, makes no sense to do CR now at this low SP. Next quarterly financials should be able to tell you the story of why they needed to do a CR now.
