Glad someone else is on the same page, you would be surprised at the amounts of tick the box awards, commencements etc that was ended up costing a bomb because a project was awarded 6 months prior to engineering and design being finalised.

Here's hoping they are doing it locally (all of engineering, design and construction) and not doing it overseas as this would further give the market confidence of a quality product, and a see / touch product.

People under estimate a design freeze on construction projects. A designer or engineer will continue tweaking and making changes for as long as they are allowed, regardless of the status of procurement or construction. Typically these roles are conducted on hourly rates therefore they will sit there doing the same for as long as they can purely to justify their existence.
